U.S. States with Surplus Budgets

Fortune reports 42 U.S. States with Surplus Budgets during the 2006 fiscal year. The total surplus for these states is expected to be 28.9 billion. This is a huge improvement for all 50 states which in 2000 had a combined 265 billion in debt.
